Sometimes dust particals tend to settle in to the drive and mild oxidation occurs try a non-abrasive disk drive cleaner then put in a blank cd and try to write over the disk.
If this fails you might need a new dirve.

You should have a CD that came with the computerthat has "Diagnostics and Utilities" listed under contents. Boot formthis CD and run the extended diagnostics.
If you don't have the CD you can go to www.support.dell.com and select "Drivers and Downloads". Enter the"service tag" (serial number) of the computer. You can then download"Diagnostics" .
If you can't boot from the CD then you CD/DVD drive needs to be replaced. If the computer boots from the CD you have a software issue.

STARTS KEEP PRESSING THE F8 KEY CONTINUEOUSLY. A MENU WILL APPEAR. SELECT SAFE
MODE AND ENTER. WINDOWS WILL LOAD IN SAFE MODE. THIS WILL SOLVE SOME OF YOUR
PROBLEMS. NOW RESTART THE SYSTEM IN NORMAL
IF THIS DOES NOT WORK SELECT "LOAD WINDOWS
WITH LAST KNOWN GOOD CONFIGURATION " AND THEN RESTART. THIS WILL SURELY
SORT OUT YOUR PROBLEM.
