Sounds like the high limit switch on the heater is kicking off. The flash is the switch shutting off the heating element. The only way to reset it is to turn unit off for about 5 minutes. Possible problems are: 1.) Bad thermostat 2.) blower motor not turning fast enough which means motor is bad.

Most base board heaters installation instructions say to attach to the wall with screws which are slack ( not fully tightened) in order to allow the heater case to expand and contract otherwise you get a clicking noise

1500w / 1000w = 1.5 kwh. Every hour you run (assuming it is at 100% peak power) you use 1.5 kw. Just multiply that rate by how much it your power company charges per kwh.
Estimating high at 10 cents per kwh it would be $1 for every 10 hours you run the heater, or $2.40 per day, or about $72 per month if you ran it 24/7 for 30 days.
It is FAR cheaper to use these types heaters to heat one small room than an entire apartment or house if you are only in one room the majority of the time.

I had the exact smae problem and threw aaway a ton of money on bad "guesses" at what was wrong. The actual fix was replacing the crank shaft position sensor for 50 or 60 bucks. Swapped out bad for good and cars has run great every day since.

The heater relay is located on the control board, a faulty relay or a faulty control board would cause the problem you have described. The fix is to replace the control board. Parts for your unit should be available from most appliance parts retailers, if there is not one local to you, the part is available at www.apliancepartspro.com. along with an exploded view of your unit
