This might be a software issue on the phone. So, reset your phone by following instructions:- 1.Power off the phone. 2.Press and hold Vol+ key and Power key simultaneously for about 10 seconds until the some option appear on the screen which are reboot system now; apply update from sdcard; wipe data/factory reset; wipe cache partition. 3.Use Vol+ key and Vol- key to move the cursor to "wipe data/factory reset" and press camera key to confirm it. 4.After 5 seconds, the cursor will be on "reboot system now" again and press camera key to confirm it. The phone will reboot automatically.

Try holding volume Up and volume down together then the power button----hold all three until vibration starts.......that should get you to a factory reset.
In most cases, you can solve these problems by putting the phone into recovery mode and restoring it from backup. To do that, follow these instructions:
Connect the iPhone's USB cable to your computer, but not your iPhone.
Turn your iPhone off. If the phone won't turn off in the traditional manner, just keep holding the buttons until the screen goes dark.
Once you've turned the device off, press the home button on the face of the device and plug in the USB cable to the device's dock connector.
When it turns on, keep pressing the home button until the iTunes logo appears on the screen.
You'll know the phone is now in recovery mode because a window in iTunes will tell you.

Phone will still boot without a SIM card usually just comes up and says that you need a SIM card to operate the phone but it will still boot/charge without it. Could be bad battery most HTC phones will not boot without a operational battery. Pull the battery and plug it into a charger if the Charging light goes on for like 3-5 sec. then off most likely battery is faulty if no light at all, could be a bunch of different reasons.
Assuming you've tried pulling the battery and booting it again, you could try doing a hard reset on the phone (this would erase all data on the phone), by starting up the phone while holding down the volume up button while turning the phone on, waiting until you get a white screen with 3 skateboarding androids on it, and select clear storage (use the up/down volume buttons to move the cursor, power button to select), then volume up to confirm. If the phone still won't boot up after doing that, you're going to have to take it to a store, as that boot menu is the only thing that you can get to come up if it won't boot all the way up.
It seems there is not problem with the hardware but software of the phone is corrupted and it is not able to boot. You will have to reload the software on the phone and it will start working
I have the same problem. Turned it off in the cinema, turned it back on after the film and got the same message. At least i think it was the same, i couldn't actually read it...Black background, blue border and orange writing? Hope yours gets sorted! If i find anything i'll let you know.

anyway here's the way to format your phone
try this
12345 is a
standard code and 00000, but if you change it and you have forgotten
your unlock code, you'll just have to reformat it
key combination which is used to hard reset the phone (similar to
#*7370). It is useful in some cases, for example when the phone cannot
reboot.
The trick is Switch off the phone.
Hold down the following three buttons: Green (call answer) button, * button, and ‘3′ button
While holding these buttons, press the power button and switch on the phone
When the message ‘Formatting’ appears on the screen, release all of the buttons... reformatting
your phone will delete all your data and also will restore all the
defaults of your phone, and any corrupted application will be
reinstalled, but if the formating doesn't work, you'll just have to re
flash it, the safe way is to go to a near repair shop of your phone and
have then to re flash your phone,
