Try going on to computers settings and change the order of start ups then reset computer press F10 continuously it should send you to your disc settings then follow instructions F10 is standard some are f8

SOURCE: problem with a disk read error
1- Press and hold the power button on your computer box/case/tower until it shuts down. 2- keep tap/click on "F8" botton while turning you computer on. 3- A black option with some text on it should appear 3- choose Safe Mode 4- go to "My Computer" and right Click on "C" drive and choose Properties 5- go to "Tools" then click "Check Now" button in the "Error Checking" box 6- tick "Automatic ..." then click "Start" 7- Click Shadule and restart your computer. 8- Do not click any thing utill teh utility checks your system If you still have the same problem then it means that you have a virus Download AVG Antivirus if you dont have antivirus program. Now restart your computer and do the step 2-3 and run your antivirus program to search for all "files and folder". Try this:
Insert
the Windows CD (the oryginal one) into the CDrom drive, and restart tyour PC. When the compter bootsagain select an option that are
required to start the computer from the CD if you are asked to do so. When the "Welcome to Setup" screen appears, press R to start the Recovery Console. When
prompted type "1" or if you have a multiple-boot computer,
select the installation that you must access from the Recovery Console. When you are prompted, type the Administrator password. If the administrator password is blank, just press ENTER. Now you should be at the comman prompt and ready to repair the ntldr file. Now all you need to do is enter the following commands (in order) and each command on a new line just like you see them here:
cd \
attrib -c ntldr
exit
The PC should reboot now and everything should work just fine.

SOURCE: problem with a disk read error
There are a couple of possibilities.
1. The hard drive is defective.
2. The operating system is corrupt.
The easiest way to test this is to run the restore cd that came with the computer to reload Windows.
If you get this error while running the restore cd then you will need to get a new hard drive.

SOURCE: eMachine recovery disk won't work invalid serial keeps restarting
Restart your computer and as its starting hold F8. This will take you into system restore. Choose Factory Default Restore. This will take your computer back to its original state when it was purchased. You will lose all files that were previously in the unit.

no it is not fried. you just need to find a vista disk and use that instead of the recovery disks. Once you reinstall Vista you should be able to go online for the Toshiba drivers. Make sure you have the windows Vista Key which should be located under the laptop. the vista software install will ask for it.
