windows xp doesnt work booting from usb. have to use a cd. if the computer does not have a cd/dvd device, use a portable. if you want to format to windows 7 and your usb device does not appear on boot menu.go to bios settings advanced settings and look for usb device and enable. if the computer supports booting from usb. Im sorry i cant provide you with more, but i couldnt find your model on the internet so i really dont know what im looking at. best regards.
go to the bios (press dell,or f2 ..etc) then go to the( booting device)
chang the first booting to usb (must have windows on your usb device) etc cd or flash stick

If your system supports it you can go into your Bios (right when computer starts booting up you press (usually "Delete" key) to enter Bios setup.
In the Bios you go to Boot devices, any devices set up for booting will show in a list in numerical order, this order is the order your system gives preference for booting. Most times you will see your hard drive and your cd drive already there. Select the first one and open the pop up menu for it (on the right side of the screen it should tell you what key to hit to change the value), if your USB device is there then select it to be your first boot device. Then hit the key for that 'Exits and Saves Changes' (usually F10). This exits Bios and starts your system booting up again.
Before you boot up though you need to have your memory stick set up with either Windows Install files (i.e. burning the windows install disc to your usb device) or format your USB device to be a boot disc (this will only then allow you to boot to a DOS prompt though and you would still need the Windows files)
1) Switch on PC
2) Press F12, del or the ESC key to enter setup
3) Go to advanced options and then choose boot options
4) In boot options choose USB peripheral to be set as first boot device
5) Save and exit from the BIOS screen
As the PC restarts make sure the USB flash drive is plugged into the PC
The problem is with the Installed USB Devices. Check whether you are using any of the USB slots in your system. If any printers or any other USB devices are installed the boot will check with these devices, so your system is getting hanged. Try to disable the USB booting or else remove the usb device and then boot. This will resolve your problem.
first you must go in the bios page and enable booting from another devices (in your case usb port) if this type of computer have it enabled in bios page . second after you make this save changes to the bios exit and asure that you do not have any booting operating system in your peripherials (like hdd or cd-rom) till is coming usb port turn to boot, and vooila you are able to boot from usb port (if you have usb bootin driver or pen or else like this)
if your pc model bios dont have booting from another devices (or usb writen directly) sorry you are not able to boot from usb port. try to make a cd or dvd version and booting from cd or dvd device.

1 just check whether the usb setting shows in ur bios enable it if it shows disable
2 start the pc go to device manager in my computer enable the usb device
3 to check whether it is enable plug any usb devices (keyboard , mouse etc ) if key,mouse starts than it is okayyyyyyy
