IF it stil won't pwer up with the dc plug, I suspect the internal battery. Lots of info online on replacement, you can CAREFULLY snip one lead as a a diagnostic test to take it out of the circuit. Good Luck!
It sounds like you have a problem with the screen itself. Garmin at http://www.garmin.com has an excellent repair program. They repair your out of warrant GPS for a flat fixed rate. The GPS is like new when you get it back. Just to to the Garmn web site click on the support tab and follow the menu selections from there.
DO THE FOLLOWING unless you know why you are doing it. If you
press and hold ROUTE when the unit is powered up, you do a
master reset. This will clear all data and user
variables. Unlike previous Garmin GPS receivers, this will
NOT clear the temp compensation curves and non user data.
If the MENU key
is pressed and held when the unit is
turned ON, an undocumented test screen is activated
which incidentally measures battery voltage, temperature and a few
other things. Pressing QUIT (several times) from the
test screen gives you a set of display test screens.

I visited the Garmin Corp office to seek help with that problem. If the
shut down occurs right after satellite acquisition and the screen may
show just a narrow black line going across it, it is likely due to some
program changes the sattelite folks did without telling the software
programmers. Garmin web site has a free download fix for the problem.
Another option is to go into your settings and turn off the WAAS. Hope
this helps. Go to the web site, check downloads, find your model gps
and there you go. Good luck.
March 2009 I replaced the solder type battery of my GPS III Plus with a battery holder (clip) that a “Basic CR or BR2032 Coin type battery”, without solder connections, that is, they simply clip into place. Replacement batteries can be purchased at less than a $1.00 of E-Bay.
