You need to do a Factory Reset, AKA a Hard Reset. This removes everything on the phone and reloads the operating system. Your phone is a Blackberry?

My blackberry storm went off network for a long time now,i have tried restoring the network but that doesnt work...i have tried hard resetting, yet nothing worked

There can be many ways to Unlock your phone. As far as i know unlocking by codes is the simple and safe way.You will need the unique MEP Code for your Blackberry and to get it you can use a website with service for Blackberry unlocking .so you can use a website to Unlock your Blackberry online instantly - OR local mobile shop .they are mostly using cables to unlock it and the price is higher then on unlocking websites but the result is the same: SIM free Blackberry.

All ten attempts for mepd code have been used my phone is now blocked or Hard locked. How do i Unlock a BB Storm 2 ? Please help

You can get your mobile grand reset from a good mobile shop. They will remove the hard lock from your mobile and this would again give you 10 attempts to unlock the phone. After that, you can buy very CHEAP but reliable unlocking codes from Blackberry unlocking codes with IMEI for your Blackberry Storm 2. I hope they would treat you with their best service as they treated me in my case. Take care :)

I have no mep codes left tried to reboot phone but still not working

Relax, you can reset mep counter back to 10 with cable unlocking at mobile repair shop. This method not only reset mep counter but reset all your blackberry configuration back to default factory setting and can unlock blackberry bold 9700 network to all operator provider so you will not need blackberry unlock code again.

Perform a hard reset by removing the battery from the smartphone andreinserting it. For more information on this procedure, see KB02141.

A reset of a BlackBerry smartphone is a troubleshooting method thatcompletely turns off and restarts the BlackBerry smartphone's operatingsystem software and applications. It is a useful first step if aBlackBerry smartphone is experiencing hardware, software, or wirelessnetwork problems.
Note: A reset of a BlackBerry smartphone does not delete any settings or data.
There are two options for performing a reset: a hard reset and a soft reset.
A hard reset involves physically removing thebattery from the BlackBerry smartphone and then reinserting it. Toperform a hard reset, complete the following steps:
    1. Remove the battery cover from the back of the BlackBerry smartphone.
    2. Remove the battery, and then reinsert it after a few seconds.
    3. Replace the battery cover.
A soft reset is a three-key combination that resetsthe BlackBerry smartphone without removing the battery. It is onlyavailable on BlackBerry smartphone models with a QWERTY keyboard. Donot attempt to perform a soft reset on BlackBerry smartphones that areequipped with SureType® technology or the SurePress™ touch screen, suchas the BlackBerry® Pearl™ Series, BlackBerry® Pearl™ Flip Series, andBlackBerry® Storm™ smartphone.
To perform a soft reset, complete the following steps:
    1. Press and hold the Alt key on the BlackBerry smartphone.
    2. While holding down the Alt key, press and hold the Right Shift key.
    3. With both of those buttons still pressed, press the Backspace/Deletekey. The display on the BlackBerry smartphone turns off to indicatethat the reset has started, and the keys can now be released.
Note: Some BlackBerry smartphones do not displaythe Alt, Right Shift, and Backspace/Delete keys in the same manner. However, the location of the keys does not change. Refer to thefollowing graphic for key position
