Consult your owner's manual. There is a switch, lever, or knob somewhere on your machine that raises the feed dogs. If they are stuck in the down position and your machine is mechanical, could very well be it has seized due to lack of cleaning and oiling.
Manual seems to imply that you have to cover the needle plate with a "darning plate," which just build up the area around the feed dogs so they don't reach the fabric--pretty inelegant, plus I wonder if you can even find the darning plate anymore. Let me know if you figure out anything else!
From your description,it seems that other material present inside your printer and blocking the paper path. Sometimes,broken paper feeder indicates the same way. I recommend you to bring your printer to the nearest service center unless you are quit familiar with assembly and reassembly of this printer.
Is the file data getting through to the printer. Check settings/printer/ right click OPEN. You should see file ready to be printed. Does the paper feed work? Have you downloaded the correct drivers?
Check connections to the printer and PC. Does on off switch on top of printer work correctly.
