On the side you have a up and down keys open the phone, and keep pushing the down key on the side of the phone. this is where you adjust the ringer but alos puts it in vibrate, or silent mode

SOURCE: Razr in mute mode

the only mute function is to mute/unmute a call during the active call.
It is the - key (center button at the top of the keypad)
Have you turned the volume too low?
If you turn the volume to low, it will stay low all the time until you reset it to a higher level.
You just press the volume keys on the side of the flip lid or set in the setup menu.

I just got a new Razr, and the in call volume is muted. However, the mute is off and volume is as high as it will go. What is going on?

try going into your phone settings you may have accidently muted just the in call volume or you burnt out the speaker and in that case you will have to get a new phone sorry

How do i get mute off my phone

Well that would be hard to believe you can't get mute off since you have to personally initiate mute while during a call and the mute would be disable after you hang up. The mute button is located on the left side below the screen. Now here is what you might want to look at. Make sure TTY mode is off, this option would put your phone in permanent mute. Go to settings then to call settings, TTY mode should be off. If this still doesn't work and your phone displays "car kit" on the main screen then your phone is probably water damage or needs repair.
