SOURCE: washing machine model 110:23032102 is retaining

This assumes that you have a basic Kenmore / Whirlpool top load, direct drive, neutral drain (it doesn't spin until the pump removes most of the water) machine.

First, see the Sears parts site for your washer:

http://www.searspartsdirect.com/partsdirect/getModel!retrieve.pd?modelNumber=110.23032102&pathTaken=partSearch

and you'll see a list of major sub-components with diagrams and parts.

See the section for the basket and tub assembly's

I'd pull the cabinet in order to get to the hoses going to and from the pump first.

See the following:

http://www.american-appliance.com/catalog/newsdesk_info.php?newsPath=16&newsdesk_id=131

I'd check the hoses for blockage, check the shaft from the motor to the pump and check inside the pump to make sure the inlet and outlet aren't blocked.

On a water cooled scotsman ice machine, should the water be running out of drain line contiuously as its making ice? be cause it just runs all the damn time and thats a huge water bill ...

On a water-cooled system, by design the heat from the machine is being transferred to running water that carries the heat away. Some installations pump this "waste" water to a heat-exchanger or cooling tower (typically on a rooftop), where the heat is transferred again, this time to the air. The water with the heat removed is then recycled back to the machine, where the process is repeated continuously. There is thus no "wasted" water.
If your cooling water is just running down the drain, that's a terrible waste of water and money. Try to find a way of recycling the water by removing the heat and re-using it. Think of ways to use the "free" heat in the water.
Alternatively, buy a proper rooftop heat exchanger and pump the water through it, or, get an old car radiator or air conditioning condenser and a decent blower, and make your own.
Remember that your machine needs constant cool water in order to avoid overheating the system.

Changing washing machine heating elemant

washers dont have heating elements, they use hot water from the hot water tank, most likely clogged screen at either end of the hot water hose, replace or clean screen(s) check for screen at water valve, bad, weak or burned solenoid on water valve, replace valve, reason wash cycle is long----- water restriction during fill and rinse cycles they are controlled by the water level switch

We have no hot water boiler kaput - will washing machine heat water (hot wash) if only cold water is going into inlets.

Yes. The washing machine contains heating element and a thermostat. It will try to get water from both hot and cold sources and will heat the water to the required temp.

Water not pumping

Typically this is caused by the heating/water unit inside the machine drying out. Not being totally familiar with your machine let me offer this suggestion: if you have a "hot water" function that allows you to run hot water out of the machine use it to allow water to get back into the heating unit. Once water flows through without interruption you should be able to brew coffee again. I know this is the case with Jura machines and the problem you described is identical to what happens with those machines when the internal heated water tank runs dry.

Washing machine not heating water

Washin machines "do not" have heating devices, make sure to check your water heater and turn it back on to get your water heated.
That will get you back in hot water business.
GOOD LUCK.

How I heat the cups in the heating plate?

You can just run some hot water from the machine into the cup to heat it up, just before using, as for the water tank it is always a good idea to have a full tank so that the machine can replenish the boiler if needed.

Does the machine heat up the water

If you have only a cold water feed then all of the washing will be in cold water. Dishwashers heat up the water, but clothes washers do not.
