The drive motor which spins the drum is connected to the drum by a rubber belt. Sounds like the belt is burned through. Make sure you can spin the inside tub by hand to verify that the tub can turn freely before you replace the belt. The hum is from the drive motor just spinning freely.
With the door open, have someone hold thedoor switch in and spin the tub by hand while you press the start button and see if it will run. Post back the results.
The humming sound is most likely the pump running. Try this: Open the front panel by using a putty knife to push in the clips (2) at the seam where the front panel meets the washers top. With the washer in the spin cycle (you hear just the humming) pull the little hose off the left side of the outer tub, near the bottom. The washer will most likely begin to spin immedeately. If it does, this would indicate that the hose and the nipple it connects to need to be cleaned out. Gunk builds up there some times and then the air cannot escape back out, so the washer thinks it is still full of water, and thus will not spin. After cleaning those out, replace the hose with the tub empty of water. If the washer did not spin after pulling the hose, check the lid switch.
Something is locked in the transmission--can you turn the inner tub manually? Also, try to turn the driven pulley (the motor and belt driven). The problem could be anything from a seized bearing to a broken gear. Don't keep trying the motor while things are locked up, you could burn it out.
what's the brand name and model number, all washers are different, most likely it's the motor humming or the pump is humming, could have something stuck in pump,if the water doesn't drain the washer won't spin,if you have a shop vac pull the drain hose out of stand pipe or sink, stick the shop vac hose onto the drain hose, get it down as low as you can and suck out the water and then see if it spins,if there's alot of water in the tub suck it out of the tub first then go to the drain hose,if it spins when water is out you know it's the pump but if you say water is still in tub i would have to say it is the pump,
Drainage is easy, Either lay the hose down low to the ground, or if your hose is a high mount model use a shop vac to begin suction and let it run out of any nearby outside door.If you have a wet/dry shopvac you can also draw a little out at a time as your vac permits and drain into a toilet. Your problem seems to be a coupling and not a belt. Use JSrocks guide for removal and replacement (http://www.fixya.com/support/r3574231-replacing_a_motor_coupling)
I just replaced the 4 rubber straps on the tub. Washed a load and it worked fine. Washed a second load and it did not spin on the rinse cycle. Checked the wiring on the switches. All OK. What do I check next. Did I mess up something around the tub ?
