Same thing happened to me and I found out that water was getting into the carb filter media. Try taking the carb filter cover off and see if the foam filter is wet. If so, try starting without the filter and see if it works. THis issue used to drive me crazy on my unit, hope this helps.

SOURCE: press washer starts an runs

The previous solutions are very important to confirm first. If your pump is in good serviced order then look to a valve adjustment.

Is there a quick fix, easy fix if no, tell me the right way.

it sounds like there maybe jets within the carbs that maybe blocked.

Im not familiar with the carbs you mentioned but they all work in a similar way. The jets are small tubes that screw into the body of the carbs (internally) and have small pin holes in them similar to a sieve that let the fuel pass through, the tiniest speck of debris from the tank or fuel lines can block these.

Is the bike fuel injected? if so it could be the injectors, they also have a very fine mesh over the end where its inserted into the cylinder head, these could be faulty or possibly blocked.
Hope its of help

You need three things to make any gas engine run, in this order double check make sure you have proper timing set, spark and fuel. Could be bad gas or a bad ground from motor to frame.

check the carburetor. If you have a stiff diaphragm then it won't run.
I have seen them that behave just like that. They will run fine, turn it off for a few minutes then they won't restart. WD40 isn't going to get it to run either, try a small amount of mixed gas right into the carb. It should run for a minute until the gas you put in runs out then die. If it doesn't run then you have a bigger problem

I doubt the repair shop has done anything wrong. Yes, it sounds like an air leak between the carb and the head. Try tightening the mounting screws and bolts. Also check the tightness of carb screws on the choke etc.. Now check tightness on the head bolts and other mounting hardware on the head. Be sure the throttle is operating properly and the cable is not kinked or pinched.

have you checked the fuel plate thats in the bottom of carb? they tend to dry up and because rubber the 2 stroke fuel makes it dry and shrink, then it no longer pumps fuen into cylinder

Gas flow continuing when tiller is off

Yeah it sounds like the guy messed up up on the float level, an easy mistake, I would take it back to them. It isn't dangerous, maybe a few blisters, the fuel shut off is fine for long term, but not 5 mins. The white smoke is as you said, unburnt gas. I had a 57 ford tractor that I couldn't get the floats set on no matter what, when it was running, it was fine, but shut it off and you come back to an empty tank! I just put the shut off in the fuel line, problem solved. Hope this helps.

black soot is a running rich condition it's getting to much gas not enough air .. 14-1 ratio air to gas your carb rebuild needs to be rechecked for sticking float..

Lawn mower motor

No it's sounds like the float in carb is stuck I've had 3 motors do this I put a fuel shut off in the line after I cleaned the carb out and rebuilt it. The problem is the gas breaking down an gumming up the float in carb. Drain the oil and an run some oil thur it to get the old gas out make sure you clean the carb out to.
