All the lights are lighting up at once

IC fault. Buy an other remote control This remote control is irreparable. If you wish to buy its original remote control, contact the authorized service centre, or authorized dealer to your device brand.
To select a proper universal remote control, you should know about the number of digits to its set-up codes. There are 3 digit, 4 digit, 5 digit, 2 digit and even single digit codes, to some brand devices. After confirming this, check the sites linked here. Both the sites have set-up code list and set-up procedure to many popular brand remote controls. Check which brand remote control has set-up code/s to your device brand, and buy that one according to availability? Brand name of the remote control isn't a matter, but it should have set-up codes in its code list, to the device you have.
Please note: Every new universal remote control will have set-up code list, and set-up procedure along with its user manual. Never accept a remote control, that hasn't both of this. If you see the site by "MOSAIC" view, will make surf easier.

Track lighting remote control similar to that of ceiling fan?

Yes, but the remote operates on the switch that turns the lights on and off. Lutron has this kind of technology and it is really cool. I have it all over my house and I don't even have to go room by room turning lights off; I just push a button from my bedroom. Along with a single remote that can be used with each switch in your house, you can program a house remote that controls the lights and ambiance of every room.

Can't control light at switch

It is wired so that you control the light with the remote. You cannot have it both ways. You either control it with the wall switch or the remote. Once you kill the power to the receiver by turning off power at the wall switch, you are only applying power to the receiver when you turn power back on. You are not supplying power to the light. You then must turn on the light with the remote. This is the purpose of a remote fan/light control. You could rewire it to control the light with the switch and only control the fan with the remote if you wish, but as you have it now, it is working correctly.

My remote is powering up but will not operate. I have changed the batteries

Check your remote control using a camera or cellphone camera as your eyes. Point the remote control transmitter to the camera and "on " the remote control. A light should emit in the remote control. If no light is present then the remote is not transmitting or defective. But if the remote emits light then the indoor receiver is defective. And try also the reset or rst button if available in your remote control, just press it and try the remote.

Remote control

First you have confirm what really the defects is, is it the remote control or the control board.

HOW TO CHECK THE DEFECTIVE REMOTE CONTROL:
Check if the remote control if still good, using the camera of your cellphone point remote control to the cellphone camera and press the "on" button of your remote and you can see the light emitting from your remote control transmitter. If the lights emits that means your remote control is good, if not means the remote control is defective. If the remote emits light it means that the receiver at the control board in the indoor unit is defective.
