The needle jumoing to 7,000 on the RPM dial means that the EXUP valve is stuck. This is a common problem with Fazer 1000's. Although Yamaha don't recommend any maintenence I strip and clean mine regularly to stop it from sticking. According to Yamaha - a sticking valve is not a serious problem and the bike can be ridden until you get time to fix it.

Jumping to 7000 is an error code on this bike. i believe this means the throttle position sensor (TPS) needs to be adjusted.

The rev counter goes from 0 to 7000 revs then back to 0

that is the indication of the exup valve malfunctioning. it tosses the code of 7000 rpm for a few seconds on start up to let you have an indication that there is a problem.

I have a thunderace and the rev counter keeps jumping from 0 t0 7000 revs

7000 rpm is a self diagnostic code that either your exup valve is not being detected or the valve is locked up and not moving. If you put a header on your bike and took over the exup valve servo motor, you are going to have to put it back on. It also changes the mapping of the ECU and will not let it rev to redline when the Exup servo motor is missing.

My 1999 R1 rev counter just shoots upto 7000 when on tickover

Its a self diagnostic feature. It is telling you either the TPS is unplugged, the fuel level sensor is unplugged, or the EXUP valve is unplugged or frozen and not moving.
