Typically not, they use an Aheadset style headset. If you need them higher then your dealer or local bike shop can help you pick out a stem that has more "rise" to it so you can sit more upright.

SOURCE: What size allen wrench do

It is generally either a 5mm or 6mm depending on which bolts you are looking at. Sometimes they are SAE instead of metric but that is rare.

How do I raise the handle bars on a Diamondback Sorrento? Purchased new in June. 16" frame, 26" wheels.

Web search teh question "How do I raise the handlebars".

A major limitation is the steerer tube length. No matter how many times you cut a steerer tube it won't get longer.

Getting Riser Bars or simply flipping the stem over or getting one with a different rise and reach might give you the added height you need. If you LIKE the handlebars, the stem is the best and least-invasive option as most new ones come with front loaders (detachable front caps) that allow replacement without stripping components off one side of the handlebar. In minutes a Bicycle Shop could swap any number of them onto your bike for you to try.

If you had purchased the bike at a reputable Bicycle Shop they would have fit the bike to you before you took it home.

I would recommend you get used to the position that yields a careful compromise between aerodynamics and uprightness when needed.

Raise handle bars

At the centre of the handlebars you will note a bolt head that is separate from the ones that lock the handlebars in place. Undo that bolt in an anticlockwise direction. About three full turns should be sufficient. Now take a block of wood and place it on top of the nut to protect the surface of the nut. Get a friend to hold the bike steady because you will need both hands to keep the block of wood on top of the bolt and deliver two sharp blows with a hammer. The handlebars should now be able to be pulled up and down or at least twisted and pulled up and down. Tighten the bolt at desired height

You're right. A real bike shop would be able to swap out the stem and add riser bars or whatever you may need.
