There are two ways on how you can hear the caller. One is through the earpiece and one is through the phone's speaker.
Are you able to hear the caller but just not clear or with static sound? If yes, then you have a problem with the earpiece of your phone. You can test this by putting it to a speaker phone. If you can hear the caller clearly then you should have your earpiece check. Usually this problem is caused when the earpiece is often moisted or get wet. Try blowing a canned air on the earpiece.

I had an Motorola L7 and had the same problem with my phone . I thought the problem is with the earpiece and tried rectifying it but at last it turned out to be an software issue and had to reflash the mobile software to get it fixed.
If the volume of your phone is at the maximum, and yet
you cannot you hear while you are been called or when you call, the
problem with your phone
is the earpiece, since you have adjusted and try increase the volume,
yet, same problem. The earpiece on your
phone is bad that is why you cannot hear the party calling you or hear
anything while you call.
All you need to do is to replace the
earpiece on your phone and you will see that you can hear whoever you
are talking to on your phone.

using the headset pending the time you will replace the earpiece.
you need to change the flat cable the one that goes to the screen because its the one that supplys voltage to the Earpiece .
