SOURCE: power cord cut can it be fixed
Is the power cord the type you can unplug from the unit?
If so, go to radio shack and get a new one.
If not , do something like KNtech said but if you cant solder , you can use 2 wire twist caps that connect wires together.
Go to a hardware store and show them what needs to happen and they can help.

Sh$T I had the same problem with an older model... went out and bought a new Onkyo... HT-R550 I have had it for 2 years as of January 2010

Expand on what you mean by the switch on/off comment. What device is being switched on? How is it related to the hi-fi equipment? It sounds like the digital bitstream is being momentarily interrupted, possibly by a power glitch.
Do you have an optical interface between the same two devices that you could try? If IT failed, too, that would indicate one of the conencted devices is reacting to the power cycel.
If it didn't fail that would indicate the coaxial cable was sensing the glitch, possibly due to an insufficient shielding. Make sure it's plugged in tightly at both ends and NOT routed near any power leads.
