Sounds like your master boot record or your partiton tables got scrambled. boot off of your windows CD if you have it and choose repair.
there are a few good Docs on line n Google that will help you with this

Which Operating System?

Sounds like your boot files or system files are missing or corrupt. You'll need a system disc to fix it.

Put the CD/DVD in the machine and re-boot it. If it doesn't readt it from the start you'll need to change the boot drive order in the machine's BIOS Setup which you get to when the machine is just starting up (look for the key to press during the boot up process). After you set the CD ROM to be the first boot drive - the recovery disk should boot the machine and get you going.

Need to reset acer aspire 1200 desktop


The Aspire One is a netbook produced by Acer; it does not come equipped with a CD ROM drive, so a traditional hard drive reformat and Windows reinstallation is not possible without a peripheral storage device. An external USB CD or flash drive will suffice, however.Difficulty:Moderate



Instructions

    • 1 Plug in the external CD drive, then turn on your netbook and let it boot to your operating system.
    • 2 Open your web browser and go to the BootDisk website (see link in Resources). Download the Windows XP Fresh Install Bootable CD, then burn these files to a blank CD via your external CD drive.
    • 3 Ensure the files have burned to your bootable CD, then restart the netbook with the CD still in the drive.
    • 4 The netbook should boot to the CD upon the restart. Follow the instructions prompted for installation. Upon completion you will have a clean installation of Windows XP on your Acer Aspire One.

Try alt+F10 when windows boot.
else try restart your computer start tapping F8 once you see the advance boot options..go to repair my computer..select the language..then enter your user name and password..in recovery options go to factory image recovery.

What it means is that boot.ini file is either missing or corrupt. Here is a previous post from the late Alex Nichol, MVP about it and how to fix it.
That message is rather misleading. It happens because the boot.ini file
that tells the boot where to look for 'Windows' is damaged, so it is
looking for files in the wrong place - hal.dll just happens to be the
first one it looks for.

Set the BIOS to boot CD before Hard Disk. Boot the XP CD and, instead
of Setup, take the immediate R for Repair. Assume any password
requested is blank, and TAB over.

Use
Attrib -H -R -S C:\boot,ini
DEL C:\boot.ini
to delete the bad one
BootCfg /Rebuild


to search for Windows installations and make a new one

there may be a simple solution you could try before you think about re-installing your OS.
the first is getting a copy of Malwarebytes, it is free. You can find Malwarebytes at http://malwarebytes.org/ and select download.
If this does not find anything or does not help. then what i would suggest is if you are using windows 7 you can do a reinstall and it would then move all your files to a windows.old file and you could then just transfer them back. if you are using an older version of windows the easiest and cleanest way then would be to get somthing to back up your files. doing a clean install will make youre computer as fast as when you bought it.
if you can provide more details on what is happening during boot up i could then go into more in-depth fixing and keeping you away from the re-installing.
