SOURCE: I'm trying to do shirring?
My machines has a shirring foot, so I don;t have the same machine. However, I do not think that elastic thread will work in the bobbin. Have you tried it the other way around? Do you have your manual?

SOURCE: Consew 206RB, threading problem?
This machine has a safety clutch which is designed to protect the hook
mechanism. To access it, place the machine on it's back. About 8-10
inches from the right side you will see an assembly on the main shaft.
You need to hold this assembly with a push button located on the bed of
the machine while you turn the handwheel. It will click in place when
it is in the correct position. Once you've done this the machine should
be back in time so it will sew.Hold the top thread ,turn the handwheel
and draw the bottom thread up before you begin sewing. Place a piece of
fabric under the foot , turn the wheel by hand to make sure there is no
binding and that the thread is being picked up.

SOURCE: Thread caught up around bobbin!
To address my needle thread tangling (horribly) in the bobbin compartment, I rethreaded the bobbin. I cleaned the bobbin and the feeder feet, I changed the bobbin and the thread. I changed the tension on the needle thread and the bobbin thread. NO FIX! Then, I changed the needle - the problem was fixed instantly. I sewed awhile and then put the original needle back in. No problem. I think perhaps that the problem is being caused by the needle getting out of alignment somehow during sewing. If you are having the same issue, try it. It can't hurt!
