Reassembling the front wheel brake on Dreamer...

I replaced the front spoke on our Dreamer Design Rebound Lite jogging stroller. Now I am attempting to reattach the brake bolt to the front fork. Even after paying close attention to the brake assembly I am confounded by the exact placement of each nut, washer and ring on the bolt and especially where the resistance spring attachment goes on the brake assembly. One particular ring on the bolt has several opnings carved out of one side. I think it's for the the spring attachment wire to fit in, but I am not certain. Can anybody walk me through it? I would greatly appreciate it.
