SOURCE: boot selection failed because a required device is

Generally, it means the hard drive isn't being seen by the BIOS. So #1 reseat the HDD and then boot to system setup and see if it is being seen and ID'd there. If it is, then run diagnostics on the HDD.
If it is not seen, then the drive has likely failed.
If under warranty, contact HP

SOURCE: ox000000f.The boot selection failed because

That means your boot manager can't find the drive the boot selection is referencing. If you tried to dual-boot to a usb drive and you don't have it in there then yes.. you will have this problem. If you tried to install ubuntu from the flash drive you will also find this problem because it doesn't see the flash drive as 'drive D' etc at boot. Other than that if you weren't doing any of that, it seems you got yourself something messy in there that perhaps messed with your partitions on the hard drive. You might want to consider restoring it to factory. This will wipe (what might not now exist without data recovery) what you have on the main partiton. I believe you can do this as you turn on the system tap the F11 key and run it from there.

Usually if the message "a required device is inaccessible" then there is a problem with the hard disk, maybe if the HDD can be test with manufacturers test software, otherwise you have a faulty HDD and it needs to be replaced.

Windows failed to start.

You're getting that error message because the boot files on your hard drive (the required inaccessible device) are corrupted.

When first booting, press F8 repeatedly. Will the computer let you go into safe mode? If not, without the installation cd, you're kinda between a rock and a hard place. However, you can download a (free) vista recovery disk (repair only) from the people at easyBCD:
http://neosmart.net/wiki/display/EBCD/Recovering+the+Vista+Bootloader+from+the+DVD

Just follow the directions to do a start up repair.
If that works, by all means, make yourself a recovery cd before doing anything else.
