Can I find an owners manual for my water heater? If not, can someone help me understand how to determine the temperature setting in degrees?

Easiest way to do this is to set the water heater in the mid range and wait for it to heat and settle down, then take the temperature of the water from the drain valve. See if it is too hot or cold. Raise or lower it a little at a time and wait for it to settle. Check it again.

I do not have specific answer.

Open following links to identify product, download service guide and download manual for the different model numbers, plus parts list and other resources:

Page 3-4 of following manual shows switch settings for LP gas.
On-line manual can be word-searched for 'switch.'
This water heater has remote switch, which is the switch you are talking about. It also has limit switch and ECO (energy cut-off switch)

If you have tankless water heater, consult manual.
Changing temperature on tankless can lead to problems.
Tankless should be de-limed each year to maintain efficiency. U-tube search 'delime tankless'
Read the manual for yearly maintenance requirement.
All costs are energy, and tankless are maintenance heavy.

How do I turn the bottom thermostat down to 110 degrees. What should the numbers be?

Many times there are no numbers on thermostat since temperature settings are approximate.
Link below shows step-by-step temperature adjustment for typical tank-type gas and electric water heaters. Residential electric tanks can usually be set from 90 to 150, and gas from 50 to 150.

Use cooking thermometer at water heater drain valve for more precise reading.

Help! I can't get the water heater to go on! I KEEP TRYING to set the dial, but it's not working

If I understand correctly, you have the WH40 water heater timer.

If timer dial will not rotate, then use manual override to turn on circuit to water heater.
If manual override will not move back and forth, the tripper pin might be wedged against the lever.
Lift and rotate dial out of way.
If manual override does not click back-and-forth, then timer is probably bad.
If manual override clicks, but water heater does not turn on, then check electricity.

If you need more help, post a comment and I will respond

Whirlpool Energy Smart Water heater - light is solid green then every now and then blink a couple of times then go solid again. What does this mean?

2 flashes = high water temperature (the water heater comes set at 120, and you can set it lower or higher)
3 flashes = sensor failure (temperature sensor similar to a thermostat on regular water heater)
4 flashes = upper element
5 flashes = lower element
Links below are for Whirlpool manuals
http://www.whirlpoolwaterheaters.com/support/Manuals.aspx
http://waterheatertimer.org/pdf/Whirlpool-energy-smart-electric-manual.pdf

The water heater is working right now.
If the elements go out, they are available at any hardware store.
The temperature sensor is easily replaced and can be ordered from Whirlpool.
You might want an extra temperature sensor on-hand so repairs are not delayed.
Link below shows the product in detail.

Let the water heater do its job until it fails.
