Sony has stated in a official post that a outside intrusion attempt was made on the PlayStation Network and Sony has decided to temporarily suspend service until the servers can be verified as fully operational and to implement added security features. As of now PSN is down and currently undergoing maintenance this April 21, 2011 at midnight. If you receive this message don't panic since there were lots of other PS3 user encountered this error message.
All you have to do is wait until maintenance is completed.

System maintenance is currently underway, during the down time, which finishes at 3am GMT on Thursday, March 10th, users will not be able to log in to the PlayStation Account Management, register a new PSN account or access the PlayStation Store via the PlayStation 3 or PlayStation Portable.

This means the server you are trying to connect with is undergoing maintenance.... backup, software upgrades etc.
Servers arent usually down more than 24 hours. Retry at a later point.
