Tv will not turn off with remote or button on tv itself. Remote will change channels and volume but will not shut it off. With remote hitting off button kills sound but picture stays on

Chances are you have a stuck button on the button cluster, what I'd do is remove the connector going to it and use the remote control, with a stuck button the remote won't function properly.
Unfortunately with most tv's today, you can't do much other than change channels or volume control without a remote.
Do you have an input button on the tv, if so, that will allow you to change from TV to video.
is there a TV/Video or menu button on the front of the tv? if so try the tv/video button, that should scroll through the the components you have on your tv. dvd, game cable etc. If no tv/video, hit the menu button and then use either channel up/down or volume up/down to scroll through your component options.
this is the same type of problem happening with other rca models and I know it is the EPROM CHIP but why this is failing is either because of design flaw , dirty enviroment that they were made in , to much voltage or current to the chip or too much of a draw from the chip causing it to fail . Or even a random frequency from the IR sensor or its circut I'm still investigating and testing.
leave the tv unplugged for at least 3 weeks durring this time resolder any solder that don't look good , I did this and it lasted for about 6 months(always plugged in to the wall) before it started doing it again. model # 27v412t
it is likely that your tv is interpreting a random button on your remote as a signal sent for it to change inputs, next time this happens turn the tv off and back on and note what comes up on the screen, for example video 1,
In the worse case:
It is very possible that the remote recieve on the set has gone defective. It is also possible that there is a fault with the processor in the set, and the remote signals are not being responded to.
As for your universal remote, I don't trust them.
Did you try changing the batteries in the remote? Make sure the new ones are actualy in good condition.
