I have a Toro 16hp 38 in hxl with the parking brake stuck, is there a trick to this i dont know.

The mower has sat for a few years but the brake has always been stuck. also with a new battery it will not turn over at all it just makes a snapping noise near the starter. is there a way i can turn the motor with a wrench to free it up? any advice is appreciated!

The snapping sound by the starter is either a bad cable connection or a bad starter. Check the cable at the starter to make sure it is tight and not corroded. If that is ok then test the starter. As for the parking brake, most mowers have a small disk with two brake pads like a disk brake on a car that is controlled by the brake/clutch pedal. Release the brake and check to see if the mechanism on the transmission is releasing. If it isn't it may need an adjustment

If the transmission whines, the brake may be sticking. you may have to relocate the brake return spring, to the rear of the flange that the spring is currently attached to

Hello, my Toro 14-38 hxl (model 71193)is not

I have 12-38 hxl, and if my grass is too tall, it will wedge under the cutting deck and lock the blades, and the belt willstart smoking white. With the motor off look under and see if you do not have something stuck (branches or grass). Also, check your sparkplug.
