It can be caused by a damaged capacitor in the Power Supply Unit. Try to disassembly it (some videos are available at Youtube under Dell All-In-One) first and open the Power Supply Unit. The BIG capacitor (420V 120uF) might be bad (popped). Find it at eBay and replace it for less than US$5.00. Or, you can buy the replacement unit for $60-83.
Since you have already opened it, you may want to add more memory and/or change hard drive.
