It is a 2 to 1 ratio. It doesn't matter about which cup you use as long as you use two times the water to the rice. Obviously don't overfill the rice cooker.

You can download the manual. The standard rice measuring cup is 180ml (one cup in the US is approximately 240ml).

Usuualy the rule of thumb for rice is one part rice, two parts water. so if you want to steam a cup of rice, add two cups of water.
