Toshiba satelite x200 only beeps 3 times (last 2 beeps are louder than first) when I try to switch it on. The hard drive spins for a few seconds then stops and the power light is on but nothing else happens.

Yes you should be able to, toshibas use a couple of methods to do a factory recovery. If your tosh came with a recovery disk you can use that, ensuring the boot sequence is from the cd drive, more modern toshibas use a recovery partition.
1. Copy all your files and documents to an external storage device.
2. Shut down the computer.
3. Turn the PC back on and hit the F8 key repeatedly until the Advanced Boot Option Screen appears.
4. Click "Repair Your Computer" if you are not already on it and then press ENTER
5. choose your country and click OK
6. On the "System Recovery Options Screen" click "Restore Application" which is the last option.

Or switch off the laptop by holding down the power button for 20s' then press and hold the "0" (Zero) key then tap the power button again to switch on. Keep holding down the zero key until you hear a beep the recovery process should start
Probably a faulty hard drive. go into the setup screen and verify the HD setting is correct. save your settings and reboot. if this doesn't solve it, then take out battery and disconnect power, remove hard drive and reconnect. try reboot. if none of that works, then replace hard drive and reinstall OS.

Let windows boot in Safe Mode and log in to windows.

Do you have access to bios? If you have access to Bios, I suggest you to load optimal defaults and try booting, It must fix your issue.
If you do not have access to Bios, I suggest you to remove the recently added hardware (if any) and try booting. If there is no recently added hardware, It-seems that Video (Mono/CGA Display Circuitry) issue, I suggest you to contact near by service center.
First, check the memory (RAM) of your computer. remove and put it back in. Also checkif therre is only one or two memory sticks in, so you can check on both. It should work fine, and if not, try replacing the memory of your laptop.
