If this is a NEW system, then the keyboard issue is covered under warranty, contactg HP tech support and TS with them, and if they deterimine the KB is bad, they will send a replacement.
During TS you may be asked to reseat the data cable for the keyboard (assisting with TS is part of the warranty) and either reseating the cable will resolve or they will send a replacement KB
