The Dell GX620 as well as SX270/280 computers are a few models of many
that suffered from Faulty Capacitors on the motherboard which regulate
power supply. When they totally fail, about 4-6 of them on the board,
the power light will be orange and the system will not post. Other systems also include reaching a BSOD (Blue Screen of Death) before Windows loads, or even random BSODs while running windows.
IF you have decent soldering skills, you can order capacitors from badcaps.net and replace the 2200uF 6.3v caps on the board and the system will start fine.
I have done about 40+ such repairs can confirm with 90% confidence this is the cause of your orange power light and non-booting issues.
