Question about Samsung LN46A530 46 in. LCD HDTV
If only a blinking indicator at the tv panel that was mean has an error detected by the main board. if no any power indicator then you have been already replaced bulging capacitors but still won't turn on. at this time you will need to have voltage checking using a digital tester, if their is an output voltages at the power supply board.

Yes, it is very easy to repair. Solder iron wattage should be at least 300 w.
The PSB is the center Board (towards left) after you remove the back off the TV. Remove the shield that covers the Boards and remove Board from TV with the 6-7 screws. Replace capacitors CM852 & CM853; 2200ufd 25volts.

It would be a lot cheaper if you just replace the two caps that have gone bad. Just get a cheap solder pencil from the store and about an inch of solder and you are in business.

Hi, This link takes you to a online store selling this ps and has a photo there you can enlarge.Samsung PS If you need to identify a capacitor they are the metal cylinders in the pic. If you are wanting to repair you can look on the side of each cap there are 2 #s you need 1 is its value in microfarads example 1000 mf and 2 is its working voltage example 10v. The value must remain the same but you can go higher (and should) on the working voltage. Bad caps will be swollen or rounded on top, good ones are flat. Good luck.

Likely the whole power supply board it is shot,dying capacitors alone will not emmtting smoke out of the tv.
