There is and internal float switch that controls power to the inlet water valve. If the float is sensing that the unit is full of water it will go through all portions of the cycle but.... will not have any water in it at all.
Take a look at this diagram and check items 302 through 308:
The float should move up and down around 1/2 inch. I believe your float is stuck in the UP position. This is usually caused by food particulate on the stem (Item 306). Clean it up and it should work. You can gently push the stem up and down from under the unit and you should hear the micro-switch click as you raise and lower the stem. No click = bad micro-switch / no power to the inlet water valve. You can briefly jumper across the micro-switch to see if you get water flow during fill cycle. Just be aware of the dangers of working on live circuits.
