Take off top take off all baffles remove burn rack then rinse out with hose and wire brush to remove soot the best is if you can remove it so you can get to the bottom thats whats sooted up

Without doing more troubleshooting i would have to say that it is the main board (the board with the knobs on it) Take it out and see if there is any corrosion on it.

sounds like heat exch is plugged.remove top of unit and inspect for nests.could also be plugged with soot because of poor burner flame characteristics.with top off,turn htr on and look straight down into unit. you should be able to clearly see burner flames between fins. if not remove exchanger and clean
