I had the same problem with my Hotpoint Aquarius the eco and fast light flashing, it would go through the pre wash cycle and stop.
I cleaned the filters etc; and it still didn’t work.
I turned the machine off and unplugged it at the mains,
I drained all the water, turned the machine on the side and took the bottom off, I removed the drain pump off the bottom (this was held on with a single screw after taking the screw out slightly turn it to one side as its like a bayonet fit on a light bulb also remove the wire connection and a rubber drain pipe)
Once the pump was removed I could clearly see the impellor it was very tight and I couldn’t spin it after a closer examination I could see a foreign object jamming it I removed this with a pair of tweezers, replaced the pump and put it all back together and it now works perfectly.

There are a few things that can cause this problem, it could be a defective water inlet valve, it's usually located behind the lower kick plate on the left or right hand side of the dishwasher, When the washing cycle is started it sends voltage to the water inlet valve to open which allows water to enter the machine, or it could be a faulty float switch, when water enters the machine the float switch raises up which signals the water inlet valve to shut off, the float switch is located inside the dishwasher at the bottom, you can check the float switch by raising it up and down to see if it's stuck in the up position. You might want to check and see if the dishwasher has a plug in to the wall or hard wired to a box but you might try killing the power to the dishwasher for a few mins and let it reset itself
