SOURCE: carseat harness straps
You have to unloop the straps from the gold metal bar. This will allow the straps to be free so you can feed them thru the holes and re-feed them into the proper height hold. You will than noticed that there are loops at the very end of the straps which you can loop back onto the gold metal bar.

SOURCE: Replacement parts
Call Graco Diectly. You will need the model @ and serial number off the back of your carseat. The manufacturer date is also helpful. Dependent upon the manufacturer date it may be a free replacement or may be able to be purchased. Their # is 800-345-4109

You're trying to unattach the straps from the wrong end....flip the car seat over and on the very bottom there is a little gold clip that pops out and you can push through the hole.
