It all depends on the amount of light going through the lens.
If there is plenty of light the flash will not work unless you can manually over-ride it on the camera

Canon 430ex ii seems to flicker rapidly sometimes before taking pictures

Yes it is. The system is simply measuring the flash to meter the exposure.

Could you provide some details? How does it not work? Does the D90 not turn on? Does it take a picture but the flash doesn't go off? What exposure mode(s) are you using?

When I take a promaster remote flash trigger system with my canon 430ex half of the picture is exposed. What am I doing wrong?

this is most likely a sync issue. you shutter speed is too high. try lowering it. 1/200 or 1/160 of a second should be fine for your case.

I took a self portrait with my fuji instax mini 7s but when the film came out, it was just white. I waited a few more minutes but it still didn't have the picture i took. What's wrong?

It comes out white cause you just took the picture. It takes a few moments to "develop" the picture that will be on the card. If you don't see nothing maybe the lens was covered...but it most likely be black as in something was on the card and developed.

The flast will not work and when i press the shutter button the screen goes blank and it takes ages for the picture to be taken

Depending on the camera...
You have told it to take pix without flash, so it extends exposure times to gather enough light to give you a picture you can see.
Reset it to enable flash or use a tripod.

This cheap flash work normally if ISO is set to 400.
But put it aside and I bought Nissin 622di and it works great in all modes

Does Nikon D70 come with an additonal bottom to plug in Bowen Flashfill

Are you using the built in speedlight on the camera with the lens hood fitted? If you are this will cast a shadow. Try removing the lens hood when using the pop up flash.
