If this is screwback, then there should be grooves for inserting case opener claws. For this yoy need case opener with interchangeable claws. You can buy it on ebay for approx. £7.00.
If the casebask is snap-on, then there shouldn't be any grooves, just small opening (lip) between the caseback and case. This is exact point where the watchmakers knife blade must be inserted and pryed up.

I have a columbia womans watch cell number is CL1028. I am looking to buy a cell for it,and I do not know how to get the back off.

Watch cases are opened with multiple size, strength, and thickness blades, or by a screwback tool.

Many modern watch cases that are "snap" cases are such a tight fit that I recommend you see a Certified Master Horologist who has a crystal press to make sure that the case goes back together properly. Also, if the watch is worn in water, you will want to make sure that it is pressure tested so that the movement is not ruined by exposure to the water.

Some cases now fit so tightly that special tool and mallet must be used with direct force to open the case.

I recommend Energizer batteries only, since I have never seen them leak in a movement.

mcdevito75 here, Almost any jeweler should have another screw for the case back. You may even save a few bucks going to a small jeweler shop over one of the big concerns.

How do I remove the back off a fossill watch to replace the batteries

If it doesn't have the indentations for a tool used to screw off the case back then its a pry off type and you need to use a sharp tool and pry off under the case against the band post

One jewel fell out can i get a replacement

The short answer is no.
You might find a specialty shop that would have a replacement but my experience has been that you will need to get a replacement band or case from Fossil . You will end up paying for this because Fossil's warranty doesnt cover cosmetic damage.
