Obviously do a reset test again, if nothing again check the disk for cleanlyness, still ok, then you need to use a lens cleaner disk (should have a little lens brush on the disk). If nothing then either you need to open it up and clean the lens or call sony if still under warranty.

this is a problem with some ps3's especialy the high GB ones like mine. they made it so most if not all of the ps2 games cannot be played to cut down on price and to leave room for all the memory. so you can still play ps1's but you cant play ps2's. sorry
Not all PS3s are able to play PS2 games - they started removing that functionality when they came out with the 60GB model. So if you have a relatively new PS3 (A year old or so), that's likely the reason.
The problem is all in the settings. You probably have a 1080i television that cannot display in 1080p. To fix this go to the main menu and go to:
Then Blu Ray Disc and make it turn the Display BD in 1080p 24hz or whatever. Once you do that, start the Blu Ray Disc again, and you should be able to watch it. This all happened because your tv doesn't display 1080p.
Error 80028f17 is a boot error and there is nothing you can really do about it, the disk is corrupted or burned (illegal copy) of the game.
If it is legit, go back to the store and ask for another copy as it doesn't work.
