The top button is connected to the top heater element  which is likely shorting out. Drain the tank below the element that the thermostat is attached to. Remove and replace the element

Water heater is not working after a power outage

it is possible it needs a reset. 1. turn off the breaker to make sure there is no power to the unit 2. open the top cover and there will be a red button like this http://www.tonyhoover.com/wp-content/uploads/2010/03/water-heater-upper-thermostat.jpg push it. It may have a plastic cover over or around it, leave this in place it is insulation for the wiring.
close it up carefully and then turn on the power and see what happens.

Called and was told to change lower thermostat but yet again I had to go push red reset button on top panel to get it back on to get hot water. what should I do now?

You have electric water heater.
You have top and bottom panel, so water heater is 240Volt.
No hot water because ECO reset button tripped.
Water heater works correctly when reset button is reset, so electric power and circuit breaker are good. Water heater wiring is probably good.

Problem is most likely bad thermostat.
I usually replace both upper and lower thermostats.

If problems continue after replacing thermostats, then test and replace elements.

I keep having to reset the red button on the top thermostat!! does that mean the thermostat is going out should i change both or just top one?

You can replace the upper thermostat but usually when this occurs a couple of things may be at play. You may have a small leak in the water heater, especially if over 6 years old. Or you may have a bad element. (I have seen them actually split open when removed). You can reset the top thermostat and make sure the covers and insulation are in place (after checking around both thermostats for any leaks with power off of course.) and wait for the lower element to kick on, if the reset trips after the lower element comes on then probably the element. I usually take an amp reading with a snap around ammeter (about 12 amps draw when operating correctly) only one element operates at a time. Oddly enough, I have never had to replace an element on a single element water heater, only the duals. One last thought, if the tank is run completely out of hot water it can cause tripping as well such as multiple loads of laundry etc since it is operated by a thermo disk. Hope this helps.

Reliance model 852krs wont heat the hot water is cold

Ordinary tank-type electric water heater can be repaired by homeowner using generic parts from hardware store.
Open pages below to access full water heater troubleshoot

1) If you have no hot water, then upper element is not getting power.

2) Check circuit breaker.

3) Open top cover located on side of tank, and remove insulation and push in red reset button.
If reset is not tripped or will not reset, then replace upper thermostat with generic thermostat from hardware store.

Have sta kleen 805 , have power,240 v no hot water

If I understand correctly, your water heater circuit tested for 240 Volts.

1) If circuit has power on one leg of the 240V circuit, water heater can appear to have electricity, but won't turn on since 240V needs both legs to complete the 240V circuit. Solution: test for 240 across top two screws on upper thermostat.
http://waterheatertimer.org/B220C.html

2) ECO reset button tripped on upper thermostat. Solution, push in reset button. If reset will not reset, then replace upper thermostat. I usually replace both upper and lower thermostats at same time: cost $28. Buy parts from home center or hardware store. Be sure to put factory-insulation and covers back so thermostat is not exposed to cooler outside temperatures, that cause hotter water than set point.
http://waterheatertimer.org/How-to-replace-thermostat-on-electric-water-heater.html

3) If ECO reset button keeps tripping, then keep resetting until you can test water heater parts. Spend 30 minutes and do complete troubleshoot on tank.
Buy cheap multi-meter from home center. When test calls for checking voltage, rotate dial to 240-250-277 VAC. When test calls for checking continuity or elements, rotate dial to Ohms (upside down horseshoe is ohms).

You can open the top up again. I would not turn the temp higher than 130 degrees, maximum. However, there should be above the thermostat a red button. This is where the power wires connect to the thermostats and heating elements. Sometimes this button needs to be reset, press it and discern if you hear a click sound. This means that the high temperature safety switch has tripped open and you had to manually "reset" it. There are two thermostats by the way. The water heater usually works this way. There are two thermostats and two heaters. The upper tank heater turns on first and it heats the top half of the tank. Then when the thermostat above is satisfied it then allows the bottom heater to come on and heat the bottom half of the tank. You might want to set the bottom heater thermostat as well. This is made this way because it is actually faster and more efficient to heat the top half first and the bottom half secondly. Try this first with the reset button. We could check voltages, but that requires a level of knowledge and safety that I am not sure that you are comfortable with. Pictures of the upper and lower thermostats and connections will help if the "reset" does not do the trick. By the way, not meaning or implying anything, but did you move the thermostat in the right direction? Sometimes the dials can be confusing.

Red reset button keeps kicking out, i reset button and works fine for a day or two then kicks out again

The reset button kicks out because the thermostat detects overheating.
Anything over 150 degrees, the reset kicks out.

This is caused by 4 things.
1) Bad upper or lower thermostat. Thermostat sticking in 'on' position and elements overheating water.
2) Factory-installed insulation and cover are removed
3) Bad element shorted to ground at center of element, and element continues heating with 120V through the ground wire.
4) Loose wire near upper thermostat, that is shorting and causing heat.
http://waterheatertimer.org/How-to-troubleshoot-electric-problems-with-water-heater.html

Solution:
Check for missing insulation.
Check for loose and burned wires.
Replace both upper and lower thermostat.
http://waterheatertimer.org/How-to-replace-thermostat-on-electric-water-heater.html

If problems continue, test water heater elements and replace bad element.

Check the top thermostat... right above it is a red button that you will have push hard on to reset...
