If your Samsung NP-NC10 netbook is still using Windows XP, then Samsung provide a software application called Play Camera which you can download from the Samsung Support web site and use to view your web cam.
Hello Richard, if you have the optional web cam installed on your Samsung N102 notebook, then you may also have the optional Cyberlink YouCam software installed to work with the web cam. There are also tutorials available for this software at the link given. If you do not have the Cyberlink YouCam software, then there are several methods of using the web cam - you can use any of the instant messenger chat programs such as Yahoo Messenger or Windows Live Messenger that support video chat sessions. Alternatively, you can use the free Yawcam software which will let you use your web cam in a variety of ways.
