hello, first you need to make sure the engine gets to operating temperature, maybe the thermostat needs to be replaced, if after that it still has the same problem the temp sender could be the issue here. It is located on a housing in between the cylinder heads near the firewall where the heater hose connects. there are two temp sensors, one for the gauge on the dash and one for the computer.
The dash sensor has a single wire, the computer temp sensor has a connector with two wires and is a green connector.
This button only makes the gearbox change from 3rd to 4th or 4th to 3rd, will not down shift in any other gear, make sure it is in 4th gear, usually above 60km, than press o/d off it should go into 3rd gear, if it does not than see a automatic specialist, it is usually a sensor, if you go to Toyota they will charge you a fair bit.
First thing to do is check the fluid level if that ok you may want to think about having the transmission filter and fluid changed, there are other possibilities but check these first
