Well you can try this solution to get it too work. The thing with the XBOX 360 is that it has a hard time syncing with other controllers made by different companies. So try these steps first and see if they work if not you might have got a set of bad drums.
Step 1. Turn on XBOX 360
Step 2. Turn on drums (hold xbox button on drums).
Step 3. Press sync button on 360 (XBOX ligh on console should start circling
Step 4. Press sync button on drums [under D pad] (xbox light on drums should start circling)
If this doesn't work then you should RMA the drums to http://rockbandservice.ea.com to replace the bad ones.
E 74 is basically caused from the xbox overheating. This is a common problem with the older xbox's. What happen is that heat builds up inside the console due to poor heatsinks and poor air circulation inside the xbox, thus causing the video/graphics chip thermal glue/paste to become unseated and causes your xbox to stop working giving you the error code. There are a number of ways to fix this, 1 would be to send back to microsoft if you dont know anything about the console and do not wish to fix your self. 2 the cheaper way :) is if you are handy with technology you can do this yourself and save some money in doing so. The best way to show you is by video guides, rather than writing it down here and trying to follow the steps. There are loads of video guides out there (youtube,360 sites/forums etc..) Just google E74 fix xbox360 and you will find plenty of guides,tips,solutions. Hope this helps
