It actually means both. Mail going out & mail received. The red flag is to get attention.

Can civilians salute the American flag?

there is no "law" against civilians rendering a hand salute. some already do,i.e. Boy and Girl Scouts, Police, Firefighters.
The typical or recommended salutes are guidance written into the flag code which describes flag etiquette. just as there is no law that says the flag shall never touch the ground, it is etiquette and respect that guides us.

What kind of pulley is used to raise a flag to the top of a pole?

Hi, W/D here. The pulley is offset to one side of the cap at the top of the flagpole, and attached to the cap. The pulley is usually orientated to the downwind side of the prevailing wind. The rope is made into a continuous strand by either knotting or weaving. Snaps are attached to the line to hoist the flag, and the knot should be near the bottom of the pole when the flag is raised. A cleat is attached for keeping the flag in position. This assembly method allows for the flag to be fully furled, or flown at half-mast.
Best regards, and may God Bless America!

The timer remains on all the time. I have to actually go out there and manually turn the timer off. I don't have a manual, so I don't know what the little red plastic flag amd the little black plastic flag...

The BLACK flag is for ON time. The RED flag is for OFF time. Set the Black flag into the rotating timer for the time of day you want the timers to turn ON and the Red flag for the time you want to turn the lights OFF. Once you have the flags in rotate the timer dial by hand and note when the lights go on and off. Adjust the flags as needed. Set the timer for the correct time of day and plug in. Also, you can check the Intermatic web site for additional information.

Paper jam in output tray is displayed but i cannot solve

When it says that it usually means there is a paper scrap in the sensor flag that is under the long gray roller. It is a black plastic tab toward the right side behind the white plastic guides that the paper comes out under. You need a flashlight to see it and you need to be careful not to break the tab.

My zebra 105se printhead light is blinking yellow what could this mean? I have tired replacing printhead and two board inside of printer (one smaller board that printhead wiring connect to and larger board...

The printhead light blinking usually means that the printhead is open. Is this happening with the printhead locked down ? If this is the case, the problem is with printhead open flag. It is located on the electronic side of the printer. You need to take off the side cover (with printer turned off). The lever that raises and closes the printhead is attached to a shaft (the pressure toggle is also on this shaft). Follow this shaft to the electronic side of the printer.

At the end of this shaft, there will be a black rectangular piece of plastic. This is the head open flag. When printhead is closed, the flag is positioned at the six o'clock position between two optic sensors. When the printhead is opened, the flag rotates clockwise to about the nine o'clock position. If the HEAD OPEN message appears when the head is closed, then the flag is out of position, usually it has become loose on the end of the shaft.

The flag is attached to the end of the shaft with an allen screw. Make sure the head is closed, position the flag to the six o'clock position between the two sensors and tighten the screw. this should take care of the problem.

Hope that helps !

Gaines keystone mailbox door won't stay closed, it pops open after shutting. It seems like the magenets are not strong enough to resist the spring on the door.

There are two springs on the door by the hinge. Your problem suggests one or both of them have broken. I've gotten them replaced for free from where I purchased my mailbox, but a spring replacement kit is also available online for about 10 dollars.
