The laptop seems to have a problem with explorer not loading properly (this is the program which loads up the taskbar, icons etc)
Hold down Ctrl, Alt and press the delete key. Dependent on the operating system it will either go to list or load up Task Manager, ether way you need Task Manager.
When Task Manager loads up in the top left corner of the window you will see File, click on that and select New Task (run), click on that and in the box type explorer and click OK, The desktop should now load up.
After that make sure you perform a system restore by clicking on the start menu, accessories, system tools, system restore and take the laptop back to a time before this happened.
The touch pad on a Dell Latitude D610 works much the same as with other laptops. You can move your finger around the pad to simulate the movement of a mouse, and it will cause the pointer to move across the screen. You can also tap on the touch pad (gently) to "click" on a file, folder, or other item. The touch pad on a D610 doesn't have a hardware switch like some other laptops do so that you can turn it on or off -- it's just always on.
The operating system may be corrupted and needs reinstalling or repairing. The manual is available online at dell website. But I doubt anything in the manual will help with this problem. Consult a PC Tech to help you rectify the problem. It cannnot be done through this forum.

The power button is simply a push stick to the circuit board underneath. Remove the bezel by prising it up on the right hand side. You can then press the button underneath to determine if the problem is with the bezel or the circuit board. Usually the problem is that the bezel button is broken or has lost is springyness. A new bezel can be purchased on Ebay for around £5.
