The movement of the arm is controlled by a cam; in that cam a pin should slide - in your case the pin got stuck in the channel of the cam. The mechanism should have been cleaned and oiled at least every 2 years. When you haven't done that the dust and dirt accumulated and practically have blocked the mechanism.
You will have to completely dismantle the mechanism, clean it with some paint thinner, dry it thoroughly, oil it abundantly and assemble it back to working order. Be careful and don't force, it's an old mechanism, the metal parts have become brittle with age.
BTW there is no reset button, that is just a service power button for the motor of the mechanism.
