A 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
The service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.

If you happen to have the Que!Drive USB QPS-525, it will infact work in windows xp, however you require the assistance of a driver to support the conversion of ATA/IDE to USB. The solution I found to the problem came from a quick search on driverguide. And can be found at the following: http://download.driverguide.com/driver/QueXPCTX21+Drive+USB+Adapter/QPS/d236422.html
As for the out of place post as a solution asking if a hard drive will work in the enclosure, it should so long as you have the driver for the board that converts ATA/IDE to USB.

Windows XP has "built-in" software for writing CD-R disks.
Or, download the FREE "Ashampoo Burning" CD-writer software from http://www.MajorGeeks.com
Version 6 is "free", and Version 9 (which is *NOT* free) is good software.
