There are a couple of reasons for this. Likely the drive has not been setup in Windows. Hard drives need to setup in Disk Management. Disk Management can be found under Computer Management in the Control Panel. After you run Computer Management, expand the Storage tab and Disk Management is located there. At the bottom of the screen threre is a listing of all drives (hard and CD) located in or attached to system... You will see your new drive listed, but not active. Right click on the new drive in the bottom window and Windows will prompt you on how to configure the drive. You'll need to activate so Windows can assign a drive letter to the drive, partition and format. Once this is done, you will be able to see and use the drive under windows.

I've attached a link from Western Digital that provides their FAQ response to your issue.....

You didn't mention what type of connection it uses (USB, etc). According to Western Digital, if you have a USB External Drive, you should get a prompt to install drivers by Windows when a new device is installed. Similar for Firewire device.... Did Windows "recognise" the new device by opening a New Device Found window? If not, try using a different USB port and/or ensure the USB port is enabled in WIndows.... The Quick Start guides for all models can also be found from the link provided above.

I have the Western Digital My Book Essential Edition 250GB External Hard Drive. I have moved and lost the power cord. I purchased the DYNEX 500ma Universal AC Adapter as a replacement. When I plug the...

I don't have a photo of the AC adapter, but if you look on it the Voltage and Amperage specifications are;

Input: 100-240VAC / 50~60Hz
Output: 12VDC / 2A

This means the Input power can be from 100 volts to 240 Volts AC, and at 50 to 60 Hertz

The Output power is 12 Volts DC at no more than 2 Amp's. (Amperes)

Asian Power Devices Inc. has a model DA-24B12 that fits these specs.
Also a Wattac AC adapter model number - BAO362Zl-8-A01 will work.

Otherwise just use a 12 Volt, 2 Amp power pack, with a positive on center contact, and a 2mm pin hole

Xp not recognizing my 250gb WD passport

The Western Digital My Passport line, besides the Essential Series, is originally formated for a Mac (in the HFS+ format) and as such cannot be read by Windows PCs. You can either get a program to read the External such as Macdrive, or format it to NTFS or FAT32; formats that are readable by Windows. I would recommend formatting it to NTFS, because you can only transfer up to 4 Gigabyte files to FAT32, while NTFS is nearly limitless.

Go to Start, Control Panel, Power Settings, and look in there to see if you have a power setting that puts your hard drive into a semi-active state or sleep after so many minutes of non-use.

I cannot retrieve my files from the wd 250gb

First instinct is that your drive has failed. I would remove the drive and insert it into a system to test. If it works, then it is the housing from the external drive that failed. If the drive does not work once inside your system, then the drive is bad. Good luck.
