The thermocouple must be defective. Thermocouples convert the heat from the pilot into milli volts to open the gas valve. This is a safety to ensure there is a flame, so the gas doesn't just build up (that can cause an explosion)

Get more fresh air to the unit.
Clean the air intake/ flame trap/ flame arrestor located on bottom of tank.
Post question on pro water heater forum.
Add a comment with type of gas control valve, for possible troubleshoot.
