I have an amana tandem 7300 washer, it won't spin or drain but makes noise like it is

sounds like you are dealing with the same problem as me .
take off the front panel (after unplugging power) take a flash lite and look at the large pulley at the back just below the pulley is the helix check to see if they are worn .

Door won't unlock
Did all of the water drain out of the washer during the spin? Select DRAIN & SPIN to remove any water remaining in the washer. The washer door will unlock at the end of the drain.
Is the door locked and is the "Add Garment" light on? Press START/PAUSE once. The door will unlock.

Most likely it could be the forward belt . When the machine is under load you hear a winding noise it sounds like the pulley belt tensioner. One other thing to check the rinse and hold button is activated as in the past accidentally people have switched it off.

A centrifugal switch to allow the motor to start up on the start winding and once started it opens to take it out of the start winding. The motor has to have voltage applied to the start winding and the run winding at the same time in order for the motor to start. The capacitor is part of the start circuit. When the motor goes to start, the voltage must be applied to the start winding in order for the motor to start or it will just hum. The moment the motor reaches a certain RPM the centrifugal switch opens up to remove the start voltage to the motor and it will remain running on the run winding. The motor will not start up on run voltage alone. It needs both, the start voltage and run voltage.

I think the problem is that the motor is not getting the start voltage supplied to the motor or the start winding has opened up in the motor.

Hello there and welcome to fixya
From what you're describing it sounds like the drain pump is blocked. The nd error code indicates "no drain". If the unit can't drain it won't spin. You're going to have to slide the washer out far enough to remove the rear panel; be careful not to damage the floor. Once you get the rear panel off you will see the pump. Be sure to have plenty of towels & a small container to catch water. I am sending you instructions from the service manual to remove and replace the pump. Another possibility is the drain line is blocked or something is stuck in the tub to pump hose.

If you would drain the water out with a hose (siphon it out) and remove the wet clothes, then look underneath the machine and see if you have a drive fan-belt, you may find it broken or slipping.
A very few machines have a drive shaft with a coupling instead.

Sometimes this can happen when the power button does not return completely when pressed in. My cheap & cheerful solution was to use a bit of Blu-Tak on the button, so I could pull it all the way out.

What does it mean when a washer leaks from the bottom?
The pump will have an outlet or drain hose, an inlet from the tub and may have a circulating hose outlet as well. If you have water leaking from the washer during a wash or drain cycle, check the area of the drain pump. Look for signs of a loose hose clamp or a leaking hose connected to the pump first.
