Wish you had listed your model number, they are all different you know, that wire you refer to I have seen on some models and it is only a belt guide. Should be a slot that it fits into.

replace the drive belt.
turn the vacuum over. take the buttom plate off, you can access the roller (beater). there should be a belt attached to the roller and the motor shaft.

If you can turn the beater by hand(when unplugged) and its easy to turn then it's the drive belt, they do not take long to burn through, and leave a horrid burning rudder smell as a clue.If its hard to turn you have jamed a piece oof lace in it.

This certainly suggests the clutch has packed up, although it is possible that the belt that runs from the motor to the clutch has failed (I assume you've checked the other belt, as it's very easy to see). Changing the clutch, and the motor-to-clutch belt, is not a job for the faint-hearted.
